Compliance Office

The University of Rochester Medical Center Compliance Office promotes and supports a culture that builds compliance consciousness into every employee's activities. The Compliance Office website provides a variety of internal plans and policies as well as educational tools. The office is available to support individuals in their duties and responsibilities. Payer guidelines, policies, and regulations are also available through the website.

Certificate of Need (CON)

New York's Certificate of Need (CON) process governs establishment, construction, renovation, and major medical equipment acquisitions of health care facilities, such as hospitals, nursing homes, home care agencies, and diagnostic and treatment centers.

The objectives of the CON process are to promote delivery of high-quality health care and ensure that services are aligned with community need. CON provides the Department of Health oversight in limiting investment in duplicate beds, services, and medical equipment which, in turn, limits associated health care costs.

Health Equity Impact Assessment (HEIA)

A Health Equity Impact Assessment (HEIA) must be filed with a Certificate of Need (CON) application for construction or substantial reduction of a hospital or health related service.

The purpose of the HEIA is to understand health equity impacts of a specific project as it relates to groups that are medically underserved. This is to ensure community input and assessment of barriers/factors that may contribute to mitigating health disparities are considered when a CON application is submitted.
