Dr. Lum was born and raised in Rochester, NY and attended Aquinas Institute. He went on to graduate from Boston College with a degree in English, and then spent two years in Truk, Micronesia where he taught high school as a Jesuit International Volunteer.

Dr. Lum earned a Master's Degree in Public Policy from the John F. Kennedy School of Government at Harvard University. He attended medical school and completed a three-year residency in Emergency Medicine at the University of Rochester School of Medicine and Dentistry.
