About Us

The Health Profession Opportunity Grants (HPOG) were established by the Affordable Care Act of 2010 to provide education and training programs in high-demand healthcare professions. In 2015, eleven community partners, led by Action for A Better Community (ABC), received an $8 million grant to establish Rochester Health Profession Opportunity Grants (ROC-HPOG). These grants will assist Monroe County in improving and increasing opportunities for underserved residents to gain employment in the healthcare field. URMC was one of those partners, and received two contracts through this grant.

The goal of ROC-HPOG at URMC and Highland Hospital is to assist employees in determining professional goals and achieving career advancement. With guidance and support from the URMC HPOG Employment Manager, current employees who are selected for the program will create a developmental action plan that will serve as a roadmap to professional growth and advancement within healthcare.

To qualify for ROC-HPOG, individuals must be:

  • An employee of the University of Rochester or Highland Hospital
  • A resident of Monroe County
  • Income eligible (Eligibility is based on total household size for individuals at or below 200% of the Federal Poverty Level, or at or below 250% of the Federal Poverty Level for individuals already in healthcare positions.)
  • Consent to participation and randomization

Our Support Services

ROC-HPOG at URMC and Highland Hospital offers career assessment and coaching, work etiquette training, professional development mentoring, resume building assistance, and employment navigation to help current employees advance in their careers. In addition, the URMC Employment Manager will provide guidance in using the following benefits:

  • URMC Tuition reimbursement for credit bearing training classes and programs
  • Tuition Assistance
  • Emergency Financial Assistance (EFA) for:
  1. Books
  2. Supplies
  3. Mentoring
  4. Tutoring
  5. Testing fees
  6. License fees
  7. Uniform

Education and Training

Participants in ROC-HPOG may choose to obtain training for a range of healthcare positions. Training is organized as a series of manageable steps that lead to higher credentials and employment opportunities. More importantly, this program provides the necessary supports to assist participants in setting their own course—and developing their own career path to success!

HPOG is a study funded by the federal government which is being conducted to determine how these training opportunities help people improve their skills and find better jobs. During the study, all new eligible applicants will be selected by lottery to participate in these training opportunities. Not all eligible applicants will be selected to participate in these opportunities.
