OCTOBER 2021: Leveraging Your Health Information Exchange (HIE) in Disaster Planning

Description: Health information exchange (HIE), the sharing of clinical and administrative data across the boundaries of healthcare institutions and other health data repositories, enhances care delivery and should be integrated into Continuity of Operations (COOP)/Business Continuity Plans to ensure that patient care can be performed during a wide range of emergencies such as localized acts of nature, accidents and technological or attack-related emergencies. The WR/FLRTC hosted a panel of 3 NYS Health Information Exchange Organizations to learn how facilities can and should incorporate HIEs into emergency preparedness procedures and plans. The panel shared how they supported the healthcare community and continuity of care during real-life emergency situations and discuss best practices for accessing networked data during a cybersecurity or other emergency incident.

DECEMBER 2021: Emergency Planning and Preparedness for Persons With Disabilities & Access and Functional Needs - PART I

Description: WR/FLRTC has partnered with Niagara University's Emergency Management Disability Awareness Program to provide a customized training for the Healthcare Emergency Preparedness Coalition. The purpose of the training is to educate and sensitize emergency medical service, emergency management personnel, and those with a responsibility in healthcare emergency preparedness on equality and disability issues within the diversity spectrum. This training is recognized by the New York State Office of Emergency Management and the New York State Emergency Managers Association for its quality and content in educating individuals with responsibilities in emergency planning, preparedness, response, and recovery specific to person with disabilities and access and functional needs. Training content for Part I (Part II can be found HERE) will include but is not limited to:
- Awareness/sensitivity training
- Cultural competency specific to emergency planning and access and functional needs;
- Introduction to Core Advisory Groups where people with developmental and other disabilities are actively involved and provide input into how emergency response activities should unfold;
- Proper response to individuals with disabilities and how to involve them;
- Adherence to the Americans with Disabilities Act related to Emergency Response Sheltering, effective communication, transportation, preparedness, response, and recovery.
- Access and Functional Needs (AFN) defined
- Disabilities defined in the context of emergency planning, preparedness, response, and recovery
- Use of Registries and how to maximize outreach
- Recognition and utilization of Personal Assistance Services; and
- Emergency Plan development and content that is inclusive of persons with disabilities (PWDs) and AFN both in the body of and input to the end product

JANUARY 2022: An Introduction to the Radiation Injury Treatment Network (RITN)

Description: The Radiation Injury Treatment Network (RITN) provides comprehensive evaluation and treatment for victims of radiation exposure or other marrow-toxic injuries. RITN is comprised of a group of voluntary hospitals focused on preparing to respond to a large scale radiological incident that results in casualties with acute radiation syndrome, that occurs distant to their location. The CDR RTC at Albany Medical Center invited the University of Rochester Medical Center, one of seven RITN Centers in NYS, to provide an introduction and overview of the RITN program.

April 2022: Engaging Community and Volunteer Organizations Active in Disasters

Description: The FLRTC and HAWCNY invited New York VOAD (Voluntary Organizations Active in Disaster) and the Voluntary Agency Liaisons from both NYS DHSES (Emergency Services) and FEMA Region II to provide an overview of the ways they collaborate within the state to coordinate Member Organizations and county Community Organizations Active in Disaster (COAD) networks to prepare for and respond to disasters and public health emergencies. The discussion will highlight the roles played by each agency and the resources available to build local capacity and capabilities. Examples from recent events will further illustrate how VOAD activates and deploys to support local nonprofits and emergency managers since the onset of the COVID-19 pandemic.
